Dr. Oren Shabat lectured, on behalf of the Israeli Accountant-General, before new Public Procurement Officers, on Israeli Public Procurement Law. Very broadly speaking, the Accountant General runs and important section within the Ministry of Finance. Amongst many other tasks, he and his subordinate public officers are responsible to look over on the proper operation of Procurement Committees in Israeli Ministries and on Central Government Procurement activity. It also provides a detailed set of internal directives (named in Hebrew TAKAM) which regulate the activity of Public Procurement Committees. The Accountant-General also ensures, that Public Procurement Officers are dully trained for complying with Israeli Public Procurement Law. The course in which I lectured today is a unique formal training course, that Public Procurement Officers must attend to by law, in order to be qualified as members of Public Procurement Committees. I hope and trust, that this lecture effectively conveyed to the new Public Procurement Officers the main underlying principles of Israeli Public Procurement law: the principles of integrity and equality to all tenderers, on one side, and the economic principle (generally known in EU public procurement law as th"value for money" objective) on the other side.
